Forge creates a persisted HTML website. Use Apex when the verified artifact needs source-backed engineering, tests, or runtime work.

Review the server plan, then approve implementation. Stages advance only from real events. After verification, submit another brief to refine that exact artifact in the same project.
Apex stores the artifact metadata, digest, preview/download record, approval, and stream evidence in this project. Reference upload and version history remain visibly blocked until their production contracts exist.
